Um, UCE is a violation of WHOIS access terms and all of the "bulk
access" licenses I have seen prohibit it as well.

I think some people are confusing the legal types of solicitation (snail
mail, telephone) with e-mail (UCE/spam).  Solicitation by telephone and
snail mail are not prohibited by ICANN.  Solicitation by e-mail is.
