Verio Spamming via Phone/Voicemail??

Hi All,   My cousin let me hear a voicemail he received this morning.  He registered a domain through me about three weeks ago.   The voicemail goes like this: "Hi my name is Scott Story.  I've been assigned to you as your domain consultant for <domain>.  Please give me a call at 877-273-3190, press 9, then my 4 digit extention is 4392."   So, I called the number on his behalf and I reached Mr Story's voicemail.  "Hi this is Scott Story with Verio web hosting.  I'm not in but please leave a message and your domain name and I'll get back to you."   What the hell is a domain consultant?  Is what they are doing allowed?   -Mike
