No different than non-internet.

Your name and phone number are already in databases, and not from
buying domain names.

This is a reality.  People get upset here because the services offered
are competing with theirs.  I understand that.

But it isn't and won't ever be considered illegal.

There is nothing ICANN or anyone else can do to prevent someone from
telemarketing to you or your customers.
