Huh?  Nobody except your authorative servers know who are primary and
secondary.... all they know are the authorative servers.

You could have a "stealth" primary server, so none of the servers listed
as nameservers are primary.

You could pull your zone file from a database on each of the nameservers,
so all of the nameservers are "primary".
