Yes they can, the only thing that cannot be changed is the DNS as that is
locked when they expire.

Nope, the name is on hold with us.. then we delete it at 40 days and the
registry ( in theory ) should delete the domain on day 45
The 40 days is a grace period for the owner of the domain to renew the
domain in.
