I concur.
It's better to let them leave with a good feeling so that when they discover
the grass is not greener on the other side of the road they may come back to
you.
This is how we handle our hosting operation. We have a 30 day cancellation
policy, but we always waive that and will refund the hosting fee for that
month if the cancellation is received within the first two weeks of the
month.
It does cost us a little money, but generates good will that pays off in the
long run.

they cannot be transferred to another registrar until they are renewed. We
