That character does not translate properly when viewing it in UTF-8 - you're seeing
this character in Western-ISO encoding, hence the problem. bq--gcqq.com actually
translates to ァ.com
Go to http://www.opensrs.org/RACE/ and try the two different encoding types you have
listed below to see the difference.
It appears the version YOU have is the correct one, and VeriSign's page isn't showing
it correctly?
