The idea is sound, and I'm sorry to say it's not in the upcoming transfer
enhancements as you've described it here. However, you can inherit order
details from the cancelled order by From order id: field at the top of the
manual transfer/registration page in the RWI.
I'm keeping your suggestion about a 'resubmit' feature for 'the List'.
