Yes...the overlap is, in fact correct.
I believe what would happen here is that anyone filing a pre-reg would
receive notification that the claimant filing an IP Claim did, in fact do
so. The individual pre-registering would also receive the contact info for
the individual filing the IP Claim.
More importantly though, once the domain application (pre-registration) was
successful, the domain would be put on hold for a 30 day period until the
conflict was resolved (if there was a conflict).

I note according to http://www.opensrs.org/dotbiz_info.shtml there will
be about a two week overlap between IP claim and pre-reg. IP claim ends
July 9th, applications are slated to start June 25th.
Is that right? If so, how will applicants applying for a domain name
prior to an IP claim being lodged be notifed of that IP claim? Or
will the IP claimant be s.o.l in that case?
