Yes...the overlap is, in fact correct.
I believe what would happen here is that anyone filing a pre-reg would
receive notification that the claimant filing an IP Claim did, in fact do
so...I will add regardless of the timing. The individual pre-registering
would also receive the contact info for the individual filing the IP Claim.
More importantly though, once the domain application (pre-registration) was
successful, the domain would be put on hold for a 30 day period until the
conflict was resolved (if there was a conflict).

I'm still looking for a response to my earlier question:
If pre-registrations/applications/lottery tix are going to be available
tomorrow, how will it be integrated with IP Claims filed *after* tomorrow.
In short, how will applicants for pre-registrations be advised of an IP
claim that is filed after they pre-reg?
