"Rebate" refers to the discount you receive for selling lots of tickets
(you are still billed the $3 up-front, but may receive some back as a
rebate if you sell a certain amount).  "Refund" is when you get your
money back.

dot.info names you pay for up-front, but then get a refund if it fails.

dot.biz you pay a non-refundable application fee for each ticket, but
if it fails you get nothing back.  If it succeeds, you are then billed
an additional amount.  If you sell lots of .biz tickets in a month, you
get a discount (for the tickets, not the registration) - and this
discount is given to you by way of a "rebate", ie, extra credit added
to your kitty.
