ccTLD nameservers

I was under the impression that if we wished to assign country code
nameservers to a domain then we had to get OpenSRS support to add those
nameservers and ip addresses into the system to effect this. Is this not the
case ?

ie customer wants to delegate his domain to  ns.domain.com.au nameservers -
is nothing special required here ?
