9 days is from the original Registry request (after Admin approval, and
OpenSRS Review).  The Registry is SUPPOSED to auto-ack after 5 days, but
we've had nacks take 7 days (historically), and leave a buffer.  Since we
don't actively parse NACKS (yet) we have to wait, and if the timeout occurs
we assume it was NACKED.  This is being changed, but for now there's little
we can do.  Once a request is sent to the registry, there's no way to take
it back (and we have to wait).
