Because you couldn't charge them for it (or even notice that they've
renewed it) if they were to use manage.opensrs.org. Every time they did
it you would be charged $10, and you wouldn't know a thing about it
(except that you'd eventually run out of money).
You have to run it locally because you can only collect money locally.
Whether you choose to automate it (by putting payment processing into the
script) or handle it manually when the customer sends you money (by using
the reseller Web interface) is up to you.
