Forgive me, I am trying to prove I understand how to implement the new
names. As such, the proof is in the ability to concisely explain the
offering. Please read my attempt and correct as needed:

We can sell IP claim service for whatever price we like. For each
application submitted, RSP accounts are debited $78.75 - we can offer
this service from now until 8/6

IP Claims have no bearing on application or registration, or their
associated RSP charges

Pre-reg 6/25 - 9/17
For every pre-registration, RSP's are immediately debited $3 - we can
sell for whatever we deem appropriate. We can offer these without
concern for whether a name has been requested by anyone inside or
outside of the Tucows system.

Chicken-out 9/18 - 9/25
Registrants can elect not to register names. Pre-reg charges are
non-refundable.
RSP's should pre-auth full price (2 year) for all remaining
registrations at this time.

Selection 9/25 - 9/30
Domains are 'selected' by the registry and RSP's are notified (?) that
they should collect payment. Upon 'selection', RSP accounts are debited
for the full registration price (wholesale, but no deduction for
pre-reg)

Pre-reg's are going to be randomly selected, favoring no one particular
registrar. Likewise internally.
