I've got this differently. As I understand, submitted domains are 
currently in a submit pool and only if you have sufficient funds in 
there at the day the drawing starts they will get submitted. So, if 
there are funds for 100 domains they will stop submitting with the 
101th domain of yours. So, you *still* pay for all domains you submit 
and get refunded later, if necessary. The "float" period is only 
shorter.
