Excellent observation.  The question essentially is 'Will ICANN step in...?"
The addition of "maintain their current blind eye stance was a little bit of
a rant :)

So with that little addition....it doesn't read like a yes/no question :)
To clear up further conclusion...I will remove the "rant" today.
