They could have a contract with any of the .ca Registrars (gee, I wish it was us :-)  
For instance, register.com will register .ca names right from their site, however, the 
agreement they have in place is with webnames, so registrants have to agree to the 
webnames agreement, etc., etc., etc., and webnames is the .ca Registrar actually 
registering the names.
