"Emergency" contact

Hello,

I was wondering if someone could enlighten me as to the sort of situation
which causes OpenSRS to contact the "emergency" contact.  So far it seems
that it is only used when we submit a contract and they need to know where
to find our web site with the appropriate contracts...
