I would suggest allowing multiple registrants to pre-reg a .info
domain...the bottom line is that only 1 pre-reg will be accepted - you could
also hold a 'randomized' submission period prior to submitting to us if you
wish...

For the most part.  However, as an RSP, I can see me having to tell my
customers that "Sorry, *I* can't accept your registration, but you can try
every other RSP/registrar out there, somebody might" ... Doesn't sound too
hot?
