We will allow RSP to RSP transfers of expired domains, as we have noticed
many people do not realize their RSP is no longer in business (for
example) until after their domain has expired and placed on hold.
Unless i'm mistaken, there is still no Registrar transfers past the expiry
date, likely for the same reasons mentioned later in this thread.
