I think this is not the RSP which is responsable, RSPs can't check on
this.... the IP may be an 56k leased line, or en 56 Mbit leased line or 9600
bits GSM connection.... ask IANA to introduce IPv9 and ask them to define IP
blocks which are classified as dial-up, and ask ICANN to disallow nameserver
entries with these IPs.... until then your customers can just do what they
want.... freedom of speech etc etc.... however the ISP may disallow their
Users to run daemons on port 20,21,22,23,25,53,80,443,6667, etc etc.....
