There is no prohibition against any registrant to set a host to point
to any address.
They should be an address that points to a machine that they control,
and are "authorized" to use.
But if you have a client who has done this, you really should deal
with your client first, and get them to change it.
If they refuse, and you are the listed administrator for that IP block
in the ARIN IP registry, then I presume you can get the hostname
removed. At least you used to pre-shared registry days by getting NSI
to make the change.
