transfer templates?

on the transfer page at this uri:  rr-n1-tor.opensrs.net/transfers/index.cgi

the logo and form elements are left-aligned, yet the "Transfer Confirmation" text is 
centred.

is it possible to adjust this page?  is it possible to wrap it
totally in a base.html template?
