I am not sure how old that thread is that you cut from...but just to
clarify...

...in response to reseller demand...(regarding .info Landrush only) Tucows
will be accepting a single pre-registration per reseller (eg. you may submit
a single request for example.info) but WILL BE accepting duplicate
registrations from resellers (eg. 100 resellers may each submit a single
registration for example.info)  From there, we will randomly select a single
submission to put in the Tucows queue to submit to the Afilias registry.

No - it hurts.

We told our customers that they can submit .info pre-registrations
whenever they like and the sumbission will be chosen at random
within the OpenSRS queue.  So nobody is in a big hurry to fill out
forms.  And now that they get around to it, we find out that you
changed the rules.

What are we supposed to tell our customers now?

I understand the reasoning for not submitting the same domain name
more than once during the roundrobin submissions to the registry,
but is there any reason why OpenSRS can not take all reseller
pre-registrations and then chose one at random before the roundrobin
process?  This would fit better with what you originally told us
and still fit the statement "all resellers, regardless of submission
date, have an EQUAL chance of being awarded the .info domain."
