IPv16 is designed for high-performance, and global transport
between systems *already* on the IPv8 network. The architecture
clearly shows that.

PeaceKeepers for the IPv16 DNS will have an interface to BOTH
the IPv8 and IPv16 networks, as part of a fault-tolerant design.
It is hard for people using the "toy" IPv4 Internet to scale their
viewpoints to more serious configurations.
