Then we'd see the same problems as the .biz -- something potentially
deemed an illegal lottery. This would be a lawyer's dream world, given
the lawsuits with potentially no winners going on right now.
Remember: in most parts of the civilized world, a situtation where you pay
money with only the *possibility* of gaining a product/service is a
lottery. Unregistered (unlicensed) lotteries are generally illegal. It
is also usually very difficult to register (license) a lottery for which
the proceeds go to a For-Profit venture.
Personally, I'd rather see something small like a $0.25 (perhaps lower)
charge on all these registry connections. That way, the "behaving"
registrars do pay a small fee, but $0.25 isn't hard to eat up if the
domains are actually being registered. But when you start sending 100,000
requests to the registry in a day, $25,000 becomes a pretty large expense.
This would not be part of a lottery scheme, because *everyone* pays, and
this could be easily deemed a *service* fee.
