Why not just impose a limit (not necessarily a hard-limit, but one after
which per-connection fees begin) based on a reasonable ratio of checks
to actual registrations.  Sounds like 1000:1 is a reasonable upper
limit.  Double or triple it, and start charging registrars whose
check:registration ratio exceeds 2000:1 or 3000:1 per connection.
