How about this idea:

Drop domain names randomly or in batches, but do not drop any name for which
a registration has been attempted within the previous five minutes (or other
suitable interval).

(This assumes Verisign has stopped batch releases for the reasons they
stated, and not for some other, more self-serving reason.)
