I have been attempting to resolve some failed orders and realized that 
domains which fail/timeout on the CA blocker process generate no email 
notification of failure. Now that I think of it, it would be nice if the 
*start* of the blocker process generated an email notification so I can 
deal with it right away, rather than having to go check the RWI.

If there already is an email notification but I need to turn it on, 
where do I go about doing this?
