OSRS Fax Constantly Busy

A couple of weeks ago when trying to fax a payment, the phone number
416-531-2516, was constantly busy. I finally had to fax to an alternate
number.

Now, I've been trying again all day today and the number is constantly busy.

Why can't OSRS add enough phone lines to this "cash cow" fax machine to
service its resellers?
