Perhaps this is the problem... there's a Catch-22 going on. The support
staff are being inundated with "the fax is busy" so they call it up and
find that it rings. Often enough, fax machines do not hang up when the CO
line hangs up -- it takes several seconds as it still tries to negotiate a
connection. Meanwhile, someone is trying to fax something while the
support member is on the phone with it.
