There was an announcement sent about this last night (apologies)... we
found the bug last minute. The fix is here:
Description of Bug:
The RCL prevents registrants using reg_system.info.cgi from basing a new
prereg on an existing prereg. The current code only allows for basing
new prereg's on existing *active* .info domains.
Fix:
To return the functionality to the previous behaviour, all clients will
have to change their code. In reg_system.info.cgi around lines 374 and
583, the specification of the domain name in the "get domain" XCP call
needs to have '|prereg' added to the line. Such as this:

If you wish to give your registrant the option of basing a new
prereg on an existing prereg or an existing active domain, then the
addition of '|prereg' should be dynamic and not hard-coded as it is
here.
