Pardon the lateness of the reply... just for clarification. When a domain expires, the registry "auto-renews" the domain - the registrar can place the domain on hold to incent payment and renewal. Since the registry places an automatic renewal, they have a 45 day grace period in which the registrar can get a refund. We delete at day 40 to make sure domains not renewed are refunded by the registry.
If a domain is transfered within that 45 day period, the auto-renewal is reversed by the registry. So... Domain expires today. Registry adds year automatically (back end). You "renew" domain tomorrow with Registrar A - they effectively just take the domain off hold (since it's implicitly renewed already). You then transfer to Registrar B. Registry removes the auto-renew (within 45 day grace period), transfers the domain, and adds a year for the transfer. Since you've already paid funds to Registrar A, you can charge back (not getting the service you paid for). We're working with the registry to alter the business rules so that a post-expiry renewal is explicit, which would effectively eliminate this issue. FWIW - if you have an expired domain at OpenSRS, we will remove the hold so you can transfer away for free. Please note that if the domain reaches 40 days past expiry, we will still delete it so make sure you transfer it or pay the renewal fee. Due to this "free" transfer away, our stated policy is no refunds on domains renewed/transfers after expiry.
