What desperate?  If you're in NYC, I'll bet you can get a T1 for less than
you think.  The big carriers are really hurting right now and competition is
fierce.  Prices are dropping.  Maybe not as low as $500 (although I've heard
of T1's going for less, including the local loop - depending on the
location).  Depending on your housing situation, there are ways to split the
costs of a T1.  Resell to neighbors, run coax through your backyards if
necessary, wire up your apartment building.  If your chief concern is
cutting the telco out of a profit, then you're going to pay for the
privilege.
