Yes, you understood wrong.  The domain rfc-ignorant.org contains
blacklists used by some to block traffic from badly run TLDs.  Check
out http://rfc-ignorant.org/ for more information.

The point is that not all TLDs *have* whois servers, and some of the
existant whois servers contain incomplete data.

For domains like .co and .tv, a quick way to determine if a domain
exists is to try a DNS lookup on it.  If you can see NS records, you
know the domain exists.  If you don't, then the domain may or may not
exist, and you'll have to check availability through a registrar.

Interestingly there is .tv registrant information available via the
dottv.tv web site, so if you feel like parsing their horribly broken
html, you can.
