The registry looks in it's own internal database for the nameservers.  The
nameserver ns3.9wire.com does not exist in the verisign registry, but it
does exist in OpenSRS.  You will have to email me the IP offlist so I can
create it at VeriSign (this is a known, small bug, with OpenSRS and we are
fixing it).
