FWIW, the current fix is outside the system. Since we check (ignorantly) locally for nameserver references (it was designed and built before we had to deal with multiple registries and the dependencies of nameservers across those registries), we have to create the "host" record directly at the registry.
The problem is fixed, and will be promoted (amongst other things) on December 10th. In the interim, we can handle appropriately.
