...but not quite all the way there. The Registrars Constituency of ICANN recently undertook a vote (details at http://www.dnso.org/clubpublic/registrars/Arc01/msg01211.html) on the transfers issue.
The preliminary results of this vote can be found at http://www.dnso.org/clubpublic/registrars/Arc01/msg01380.html The good news is that the proposal has the overwhelming support of the constituency. 120 total Accredited Registrars 40 Votes were cast 4 36 Approved The bad news is that this isn't solid enough to constitute new policy (but it is new process). ICANN has formed a working group to push this issue down the field just that much further - more news will definitely come out of the Marina Del Rey meeting. Thanks, -rwr
