There is no application fee for pre-registering a .name.
However, on December 14 when the first Tucows queue closes, resellers are
required to have sufficient funds to cover all pre-registrations - this
money will be placed 'on-hold' in the reseller account.  For example, if you
have 5 domain pre-registrations and 5 domain/email bundle pre-registrations
then you are required to have (5 x $10) + (5 x $20) = $150 on hold.
