Ok thats fine.  My question is are pre-registrations checked against the GNR
registry when they are made?  I get the impression that they are not...so if
a name in a pre-registration is not obtained because someone else got their
first...what happens to the money?  Do I still lose the wholesale fee?  The
whole point of this is what do I tell my customers?  If they don't get their
name, their money is lost?  Or I can refund it?  All of it or part of it?
That all depends on what happens with the fees...

There is no application fee for pre-registering a .name.
However, on December 14 when the first Tucows queue closes, resellers are
required to have sufficient funds to cover all pre-registrations - this
money will be placed 'on-hold' in the reseller account.  For example, if you
have 5 domain pre-registrations and 5 domain/email bundle pre-registrations
then you are required to have (5 x $10) + (5 x $20) = $150 on hold.
