The Government of Ontario has a guide specifically for Internet Related Services and whether or not you have to charge PST. It's guide #651 at http://www.rev.gov.on.ca/tare/html/trierst.htm
Guide #650 is probably also of interest (Computer Programs and Related Services) The quick answer however, is no you don't have to charge PST on hosting or domain name registrations.
