The Government of Ontario has a guide specifically for Internet Related
Services and whether or not you have to charge PST. It's guide #651 at
http://www.rev.gov.on.ca/tare/html/trierst.htm

Guide #650 is probably also of interest (Computer Programs and Related
Services)

The quick answer however, is no you don't have to charge PST on hosting or
domain name registrations. (at least in Ontario)

PST is for sales... I don't think domains or hosting is considered
"selling".
It's a service. No goods exchange hands. GST is for goods and services. That
should be charged (or included in the price)
