I don't think Netsol's change registrant process to be so absurd. In my 
opinion there should be a signed contract bound to each registrant 
transfer, although NetSol's process may be exaggerated requesting a 
notarized one.

Theoretically Admin contact and registrant don't need to be the same 
person, since Admin contact acts on behalf on the registrant and can be 
changed at any time, the registrant must have methods to proof he's the 
real owner of the domain regardless who is listed on the admin contact 
information.

In the supposed case a domain is hijacked (by the admin contact -which 
happens too much times...- or someone who was able to get user & pass...), 
and registrant information is changed *many* times, registrar could only 
give back the domain to the first owner ever had the domain (taking a look 
at the change log), unless there's a signed contract where a new owner gets 
rights of the domain (that contract would be signed by old and new owners).

In short, I would prefer to have registrant information locked until I have 
a signed transfer contract :) if the current owner can proof he's who is 
listed on registrant information, you'll always be able to restore his 
domain in the case of hijack.

Also don't forget what has to say the exhibit A we all post on our websites 
and our customers agree to be bound:

"14. TRANSFER OF OWNERSHIP. The person named as administrative contact at 
the time the controlling user name and password are secured shall be the 
owner of the domain name. You agree that prior to transferring ownership of 
your domain name to another person (the Transferee") you shall require the 
Transferee to agree, in writing to be bound by all the terms and conditions 
of this Agreement. Your domain name will not be transferred until we 
receive such written assurances or other reasonable assurance that the 
Transferee has been bound by the contractual terms of this Agreement (such 
reasonable assurance as determined by us in our sole discretion) along with 
the applicable transfer fee. If the Transferee fails to be bound in a 
reasonable fashion (as determine by us in our sole discretion) to the terms 
and conditions in this Agreement, any such transfer will be null and void."
