Officially IANA the Internet Assigned Numbers Authority technically
"OWNS" the domain system, the DNS system, and the IP numbering system. 
They've largely been stripped of their active participation in the
international domain administration by the creation of ICANN.  But even
the ICANN links back to IANA for ccTLDs and other data.  They are the
top of the top levels.
