At present, CIRA sends .ca admin contacts an email referring them to
the page http://www.opensrs.org/carenew.shtml when the domain is up
for renewal.

Would there be any legal problem to provide a small form on that page
which would take a .ca domain name, look up the reseller in the OpenSRS
database, and forward the customer to the URL provided by the RSP in
"Reseller Whois Information", perhaps optionally appending {{domain}}
(which could be stripped for WHOIS display) for easier processing by
the RSP?

It would seem to be a better approach than instructing the customer to
check their tech contact and DNS servers, neither of which is a reliable
good indication of RSP....
