Nevertheless, the easiest way to cope with the drop point frenzy would be a fair lottery. List all to-be-dropped names, let anyone "order" them, maybe charge a nominal fee of $1 or so for this and then draw a winner on a certain date and let him pay whatever his registrar usually charges (normal domain price, no premium). Of course, Verisign wouldn't benefit financially from this (except the hammering of the registry would stop) and so they will never implement it.
