Great question....at the time it was economy of templates, as much as anything else. We had most of the templates we needed, and to avoid error checking issues (actually having to change code) we kept it in there.
I'm reasonably sure OpenSRS doesn't use the data for anything either, but we *might* cc the provided billing contact on renewal notices...I'll look into that. Now that you've mentioned it, I'll look to see if we can't remove it.
