All registries run on a pass-through basis. Speaking from a historical
basis, we built the system in this way naively thinking that creating a
local queue would create a potential race condition whereby a potential
customer my think that they had registered a name, but found that once the
registry came back online, someone else grabbed it first. Theoretically,
this might occur, but our reasoning at the time didn't include a
consideration of the odds of this happening - which brings us to present
day. None of the messages bound for the registry are queued in any way.
Scott and his team might have plans in place to change this behaviour, but
it is my understanding that this isn't the way things are now - apologies
from those of us that didn't responsibly think this through in the first
place '-)
