Jim Here is official response: No new delegated managers will be created. Existing delegated managers in the locality space will continue to be able to manage and assign domains in their space. NeuStar is currently working with the US Department of Commerce on a policy to allow the registration of new locality names with NeuStar as the delegated manager. We hope to finalize this process soon so that we can begin accepting new names within the locality space.
