I am sure the answer is only for those registered
with you.
It can be enforced but only if the
registrar is willing, so this is not enforcement in the practical
sense.
Frankly I don't see how Registrars nor ICANN could
enforce the requirement for accurate information, as it is impossible to know in
most instances if the provided information is accurate or not.
However there should not be any blank lines in
the registrant's information, as that could be readily enforced but again
is not.

information, but it's the responsability of the registrar to ensure this is
accurate. If we find (or are informed) of domains that are obviously
inaccurate, we can invoke processes (within ICANN mandate) to chase after and
either update the domain, or release it.

missing.
There is nothing to stop a domain owner from
removing or providing false the information once they have access to
the control panel.
And this is like everything else about ICANN,
it is mandated but not enforced.
Then the idiots who provide false or
incomplete information complain when they do not receive renewal
information and lose the domain. :(

I recently had a good question asked on our
site.
Someone asked me if WhoIs info is required,
and they said the reason they were asking is this:
They found a .Com domain name that all the
contact info is missing EXCEPT for a hotmail e-mail address. Is it not a
requirment for the whois to show who the current owner is? The people
asking said that they owned the domain they thought but when they went
to check, it dosn't look like they do. They are trying to go through
their records to find a record of the purchase.
Any info would be helpful....
